There are different approaches (if we search Google), but custom redirect is the safest and easiest way to achieve this and there are no code changes required.
Steps to Create Static Homepage
Step 1. On Blogger Dashboard click Pages and create a New Page.
Step 2. Now give page title and add the content that you want to show on homepage then click on Publish button.
Step 3. Now open the page that you just created and copy the URL like:-/p/page-address.html
Step 4. Now in Blogger Settings go to the Errors and Redirects and click Custom Redirects.
Step 5. Now give / slash in first box and /p/page-address.html in second box then click on permanent option now click on Ok and Save it.
Now your static Homepage is completely created.
